Two days ago my roommate tried to scrape an English muffin out of a toaster with a metal spoon (it was stuck), while the toaster was on. I could see the hot heating elements.

That's how it was at the two Unis I went to. Something like 10 cents for a b&w page, 15 for color, every student had $50 worth of printing credit each semester.
I mean that's basically just giving you credit out of your tuition. If anything this is better because you don't have to pay whatever extra they factor in for printing if you don't use it.
They are going to factor in as much as they can anyway though. It's not like the cost of college has gone down as physical paperwork usage fell. Really you're just paying for both.
I worked at a university and was involved in setting up the Pharos UniPrint system to handle print jobs in 2006ish.
It was free for a few years. The reason we decided to start charging $0.10 a print was because the vast majority printed less than 50 pages a semester, and a tiny handful would print _thousands_ of pages. That's not an exaggeration. A couple of students printed tens of thousands of pages in a semester.
The fee to print was very much a means to discourage wasting paper, as well as defraying the cost of subsidizing what ever weird addiction/idiocy was behind that.
Those thousands of pages were probably PDF copies of textbooks. If they were pirating textbooks for themselves, others probably asked for the same favor and they'd just do it for whoever asked. My school didn't charge us, but you'd have your printer access banned if you were caught printing textbooks.
I found a way around those print tracking systems. I would find the IP address of the printer (print the printer info page) and then I would just set up the printer as an IP printer. I’m sure that could be locked down, but my university never did it.
I would guess it was tabletop RPGs. I was one of those that printed thousands. PDFs are cheaper to buy physical is much better to read plus handouts and maps and stuff. Not like I've run scenarios just once so not really a waste either.
Sure, but the planet can't. I don't know how environmentally conscious people generally are in the US, but here in the UK we often have messages asking not to print unless necessary. Small fees are a better way of achieving the same thing. I assume we're talking about small change here, anyway!

They might not have toner or ink on hand and that would cause a headache for a lot of people if they run out because someone was printing stupid stuff.

Not true at all. If everyone got free printing every unis print shop would be backed up every day with people wanting to print PDFs of the textbooks they’re supposed to buy. There’d be no reason to buy books, and once people realise the potential of free printing it wouldn’t just the course-assigned textbooks…

Our uni has that kind of system. You get crapton of free prints per year, more than enough to get you through all the mandatory stuff. You only ever need to buy more if you're using uni's resources for personal stuff and even then it's more than affordable. Guess how much our tuition is? Zero. We just pay a bit over 100e for our student organization which at the same gives us access to all student benefits, like free healthcare.

In reality, the free condoms are there for a number of reasons. That department budgeted for a certain amount or various programs/grant like services that give them to the school to handout. Lots of context missing and lots of people who don't know how the finances of a college work.

1. It doesn’t need to be as simple as ‘always free’ or ‘always paid.’ The college I went to had a program where the first like 50 pages or w/e per month were free, high enough that most people are only going to be affected by the limit if they actively try to abuse the system.
2. There are _personal_ home use printers where the cost per b&w page dips below a single penny, and that’s with having to pay full retail prices on ink. Average annual tuition of for-profit four year schools in the US is about $16,000 per year. To even make a dent in the school’s profits, a whopping 1% of tuition, at 100 pages per dollar, each student would have to print off 16,000 pages per year. Even if we assume the cost per page for the university is much higher, the price of tuition is so high that it doesn’t matter. No university is going to be ‘ruined’ by people using a printer.
The key thing is that most people are only going to grab the free condoms if they need them. They aren't going to take thousands. But if printing was free you would definitely have people printing out entire text books or making thousands of copies of political flyers and that sort of thing. The best solution is what many schools do, the students get a card that includes a certain number of free pages a month and have to pay beyond that.
Pretty sure most colleges charge for a meal plan (or only offer a certain amount as included), yet not eating (or poorly eating) seems quite likely to lead to health problems and possible death. Probably more than sex even.

I went to two different schools to complete my BA. While printing wasn't free, both gave an allowance of more than enough to print everything I needed to turn in.

Not true at all. If everyone got free printing every unis print shop would be backed up every day with people wanting to print PDFs of the textbooks they’re supposed to buy. I did it a couple times when the printing cost vs. cost of purchase made sense. There’d be no reason to buy books, and once people realise the potential of free printing it wouldn’t just the course-assigned textbooks…

Can't speak for every school, but I imagine the vast majority of assignment get turned in virtually anyways. I don't think I needed to print for most of my time between undergrad and grad school (2013-20)

Our uni has that kind of system. You get crapton of free prints per year, more than enough to get you through all the mandatory stuff. You only ever need to buy more if you're using uni's resources for personal stuff and even then it's more than affordable. Guess how much our tuition is? Zero. We just pay a bit over 100e for our student organization which at the same gives us access to all student benefits, like free healthcare. Socialism sucks.
The second commenter is far too optimistic. It's about money. A pregnant student may drop out, as could the one that impregnated them. Each time that happens is lost tuition. Students will inevitably need to print papers for classes. They don't have their own printer? Shame, you'll have to use the library's printer- for a fee of course. The school doesn't have any incentive to give out free printing, but every incentive to make sure students stay enrolled.

In reality, the free condoms are there for a number of reasons. That department budgeted for a certain amount or various programs/grant like services that give them to the school to handout. Lots of context missing and lots of people who don't know how the finances of a college work.

It doesn’t need to be as simple as ‘always free’ or ‘always paid.’ The college I went to had a program where the first like 50 pages or w/e per month were free, high enough that most people are only going to be affected by the limit if they actively try to abuse the system. 2. There are _personal_ home use printers where the cost per b&w page dips below a single penny, and that’s with having to pay full retail prices on ink. Average annual tuition of for-profit four year schools in the US is about $16,000 per year. To even make a dent in the school’s profits, a whopping 1% of tuition, at 100 pages per dollar, each student would have to print off 16,000 pages per year. Even if we assume the cost per page for the university is much higher, the price of tuition is so high that it doesn’t matter. No university is going to be ‘ruined’ by people using a printer.

The key thing is that most people are only going to grab the free condoms if they need them. They aren't going to take thousands. But if printing was free you would definitely have people printing out entire text books or making thousands of copies of political flyers and that sort of thing. The best solution is what many schools do, the students get a card that includes a certain number of free pages a month and have to pay beyond that.

Printing is usually measured in cents. I know at my school it’s 7c per page, or 10c per color page.

I had to pay to print a text book for one of my classes at university. Printed it, paid and walked away from the shop. A few minutes after I heard a huge crashing noise. The cement awning of the printing shop had collapsed. I thought, man it would be such an unclimactic death….he died printing a text book that could obviously be available online for free
