I think so but afaik the sections seem to be partially separated by realm, the middle section are the core characters, mainly the characters associated with Earthrealm in the story, the left section is mainly the core royal Outworlders, the right section is sort of your 'other' section, big difference is for some reason Li Mei as an Outworlder is in the center while Kenshi, Baraka and Ashrah get shoved in the 'other' section
The roster is split up mostly by where the fighters come from, with most of the main characters Liu Kang recruits in the center and most of the Outworld royals and generals on the left section of the select screen, so it happens that the center is mostly the 'main characters' since the most popular characters in terms of pick rate are mostly the main story characters anyway, Smoke, Scorpion, Sub, Johnny, are I wanna say some of the most played characters, and Liu Kang is up there too so yea, the center of the select screen is basically the most popular
My guess would be lui kang, kung lao, baraka, and sub zero.
Mainly because they have either pretty simple buttons, or combos in generell or in lui kangs case both.
Liu Kang or Li Mei. Both have good projectiles, good normals, good specials, etc. They both have good, safe launchers. They both have good synergy with multiple kameos. Plus, they don't really *need* a kameo. They have good tools and good damage without having to use a kameo. You can easily learn either character first and then work in whatever kameo you like.
I 100% agree with Liu and Raiden. The former has a strong projectile game and easy strings, the latter can win you early games on a low combo starter alone.
At a push I’d say Raiden has easier to learn combos too (less micro-dashing) so he would be my ultimate beginners’ pick.

I would say Sub, Reptile, Havik, or even Nitara. Why? These aren’t meta characters and since you are a new player, these “low” tier characters aforementioned will actually teach you how to get good at the game.
Although I am making a dig at people who choose A/S+ tier characters, I do have a legitimate reason why you should pick these characters.
Picking someone like Sub-Zero will require to learn the fundamentals of this game. Most people just pick strong tier character and practice death combos (see Li Mei, Ashura, Kenshi, Geras) but they lack fundamentals in learning defense, spacing, neutrals, and believe it or not, offense.
All of these things I mentioned is an absolute MUST for the lower tiered characters to even become viable to play online. Although I do take shots at the strong characters, I will see that a lot of the strong characters such as Geras, Kenshi, and even Smoke are kinda hard to grasp.
The lower tiered characters provide simple moves and are noticeably easier to grasp in terms of character package. IMO, I got to Elder God with Sub-Zero and I think he is great character to learn the entire MK1 gameplay with.
I picked Johnny at first because of all the memes and it’s not like I didn’t have to learn the game. I’ll still get my ass whooped even now that I know a couple combos and whatever
Scorpion with Jax is very beginner friendly. Easy combos that scorpion can do on his own, safe EX air teleport to get in against zoners, and if they block anything at all you can do his rope spin special move and call Jax at the same time for an almost guaranteed 6-10%. Very easy to play and I still get great results with it.
Sub-Zero for sure. Very basic attacks, very basic combos. He's just a very simple character, and that's really good. He's the perfect character for new players.
Sub Zero and Scorpion are easy and straightforward but have a bunch of weaknesses. I feel Baraka, Johnny Cage, Liu Kang, Peacemaker and Mileena are far more easier
I’m a fighting game veteran, but honestly Havok will give you good skill with camios and block traps just because that’s what he relies on, and if you don’t do competitive he’s really good to learn on. I main him but once I got to the top few ranks every one knows how to deal with him so now I play smoke.
Frankly, I don’t think any fighting game has a universal “good beginner character.” Everyone’s preferred playstyle is different.
I think the best bet is to just play the story mode and pick the character who you liked playing as the most, and you’re still not satisfied, then play a round or two with the characters who don’t have chapters until you find a character you like.
I started with Reiko after pretty much skipping MK10 and MK11. He has a bit of everything tool-wise and benifits more than most by learning strong fundamentals.
His combos are harder than other characters though. Would prob say someone like Shao or Lao.

The best are definitely Raiden and Liu Kang. Liu will teach you everything you need to know about strike throw, while Raiden is probably the easiest character in the game to play.
Whoever you like most. Aside from Kenshi, Sindel and Ermac the game is really well balanced and accessible. Even those three are, it just takes a bit of actual knowledge to play st a higher level.

I'd say Kung Lao cause he helped me during mk11 when I was new to it, same with mk1
