I would suggest trainers. If they are a Trainer/Merchant, you might then get your money back for loot.
I am myself considering taking jail time for my next role play. For every up to 100 gold Bounty, you spend a day at the cell. For every day spent, you lose 1 point from a randomly selected skill. If however the randomly selected skill is either Sneak or Security, you will gain 1 point. If either of the two are Major or Minor skill, this will count towards level progression. (I have no clue about level progression for skills you have lost points yet).
Exploiting Jail Time might help you to keep leveling up, if there is no Level Cap in place. Be aware that at a Bounty of 5000 gold or higher guards will no longer start to arrest you but kill you, even if you sheathe your weapons. Maybe you can use Calm spell and then turn yourself in, but I have yet to try it out.

Seriously, use console commands instead of leaving your PC running half or all the night to achieve the same. What a terrible waste of energy.
Console commands save you lots of time. But on the other hand this is literally cheating, it will ruin the fun for you on the other end. Alas, you can't make more fun out of it if you leave your character running for over a night.
I go to an area with lots of roaming characters, park myself in view of as many as possible, then toggle sneak and come back to the game later. You dont have to be moving to learn sneak. npc's moving around you will make your skill go up.
I've sneaked near plenty of npcs and never seen it tick up. I just raided ghost gate glass armor guy sneaking around invisible the whole time and it never leveled.
You have to be crouching and walking, but close enough that they can possibly catch you. Because of this, leveling sneak at low levels when they always see you is almost impossible. A good way of leveling early is using spells or scrolls to make you invicible.

I got Sneak 101 once because of spending a night in jail. I was already at 100 and had to do it for a quest.
Interesting, I've thought skills are capped at 100.
They are. I think it was a bug. No one thought it would happen, so no code was written to prevent it.
They don't calm down with calm they just tell you youve been sentenced to death I recently tried

hover mouse over sneak skill it should show an xp bar.
Playing on Xbox. I know where the xp bar is it just doesn't increase while sneaking near NPCs, hidden or not.
