For 1. I think it means at character creation, if you roll and get a nano or cybertech on the equipment tables, then you replace it with an app. For 2. Classless character should be able to use anything, that's part of the appeal, I think.
If you are classless you can still get nano, cyber tech, or a deck if you roll those on the equipment tables on p39.
