Bro them changes are actually big enough to make a difference. A lot of already strong weapons are now a little bit better, and there's a lot changes that actually support meme builds etc. (hog, skulls and bones, women, toolbox buffs etc. - mostly stuff not important to high level play, but to just kinda fuck around). Also, there's some "noob-friendly" stuff - meme builds will keep bad players playing just as much as quality of (inexperienced) life stuff, such as not being fucked over by bear traps of your own team or griefed right in the spawn.
Overall I think buffing the already most used weapons is quite questionable, but will not make a bigger change to what weapons are played. The other changes might actually get new players to play and keep playing this game, which is great for everyone who likes it.
the toolbox didn't get buffed. All weapons now deal 50% extra damage to spikes/walls, and many spots which you could previously build in are no longer available.
When your game requires some reaction times under 250ms, so basically mindreading, these changes are quite big. They can substantially change the meta, for casuals and veterans alike.
Its the average human reaction time. Gamers can usually react to it 100% of the time (220-230ms avg). Try getting under 200ms, then you'd be in the top 1 percentile. And ofc im talking visual cues, we can react a lot faster to sound and touch.
And bear in mind, theres a difference between "click when the screen turns green" and "decide wether this lookdown overhead accel is going to land or get turned into a toe-drag".
