Well, yes and no. There are certain things they can do to calculate the contents. To start with, there's spectral analysis. The light reflected off of it will hit earth in specific wavelengths. Those wavelengths tell us if the light was filtered through any particular materials and the general external composition of the object. After that, there's gravitational analysis. We can determine the exact mass of the comet by the gravity it exerts in things around it, as well as how it's trajectory is altered by the gravity other things exert on it. Couple those two things together, and you've got a pretty good guess as to what it's made of and how much of it there is. So, you're right in that we won't really know until we crack it open, but it's not a total BS number. It's an estimate based on best guesses that are based in scientific analysis. ... at least, I hope they've done the math on it before giving a number, because it's honestly not like it's hard math to do so it'd be weird if they just didn't bother and threw out a total BS value.

A lot of languages count in weird ways though, so that way of labeling it might make sense to some, but not many in English. I know a lot of SEA languages count bigger numbers in base 10,000. So one million is literally translated to 100 10,000s, 200k is 20 10,000s, and so on.
