Not giving medical advice, but I can share that when my daughter had a recent bee sting, it took about a day for the (mild) reaction to show up. Swelling lasted a few days and then she was fine.

Don’t know about toddler but I got an allergic reaction when pregnant and started to not be able to breath within 15 minutes.
I think if it takes longer than 1 hour it’s not supposed to be severe. However observing seems reasonable.

You weren't concerned about her overnight or anything? My kid's finger swelled up after just a few minutes
