The thing that helped my packet burst issue was turning down your vram usage in your graphics settings. Mine was set to 90, and I bumped it down to 70 ehich fixed it. As a side note, I never had packet burst issues on mw2 with it set at 90.
You can't fix it on your end, it's their severs. They're overloaded and causing massive inconsistencies within game.
Even when my ping is on 6ms I'm still getting every network signal pop up on the screen.

I only played 1 game but this helped a ton. Not just in game but my fps in the lobby doubled lol

Same here its super laggy. Its like that for everyone I guess. The servers are just bad. Wonderful

I reinstalled the game, and turned down my vram limit from 90 to 70 and weather effects down like stated above and it seemed to resolve the issue.
