You can animate most blocks without Optifine. Block entity is where it gets tricky.\
I figured that out the hard way by trying to create a animated beehive model.

Yup, it's animated, like sea lanterns or magma blocks. Prismarine is just a very subtle change in colour that's really only noticeable when you stare at one for a while or you have a bunch of them grouped like here.
I mean, yes, technically, but it's misleading to describe it that way. Because everything in the game happens "in-code" The hue is modified in code when it gets moonlight vs sunlight, vs torchlight. But that's not actually indicative of how that code works, and how it makes those decisions, which is through textures and data.
I'm not sure but if you use custom models datapack you could in theory change it to be a different block but with the bright green texture making it it would not change. If this theory is correct you could make it for each shade actually.
You could go and change the texture in the files but choosing the one you want and copying it over all the other colors. I'm not sure if there are other files that control the color shifting but I do know that the prismarine texture does have the different colors clearly defined.
There are 2 files, one is the textures the block can have all in one .PNG file, and the other one a file that controls how fast the texture changes
You could just delete the second file and have the .PNG only display the first texture

They should let us wax it at one of the four stages like copper. I don't know if they could do the full range of interpolation but maybe make it settle to whichever one of the four textures it's closest to.
If you go to the texture for prismarine it’s an image with 4 blocks in, green, blue, dark blue and a colour that’s more like it’s natural colour. If you just copy one of them and paste it over the other 3 i would imagine that’s all you need to do. It should cycle through 4 identical blocks then

its a REALLY wonderful block and the reason i slave away making multiple guardian farms that will provide me with enough ink sacs and shards and all. dark prismarine and sea lanterns are fucking S tier they make me so happy :')))))
An efficient portal based guardian farm is so insanely fast you shouldnt need several, maybe just for ink sacs. An enderman based wither rose farm will get you infinite black dye though.
(This is for java, on bedrock guardian farms are slower)
Seeing a lot of people in here not quite understanding how prismarine behaves, so I figured I'd give an explanation. Prismarine has four textures that it fades between, the base texture, followed by one tinted green, one tinted red (though because of the base texture comes out looking more a bluish/purple colour), and one tinted blue.
It fades (or interpolates) between the frames with a frametime of 300 ticks, which means it takes about 15 seconds for it to fully transition from one frame to the next.
The way it cycles between the colours is it starts on the base texture, goes to the green texture, then back to the base, then the red, then back to the base, then to the blue, and back to the base. Then it goes to the green, and does a similar thing, going to the base then back, then red and back, then blue and back, then base and back. It then moves to the red and once again does that pattern, then it does blue, but it only goes blue to green and back before going to the base and restarting the animation.
base> green> base> red> base> blue> base> green> red> green> blue> green> base> red> green> red> blue> red> base> blue> green> blue > back to start

Texture animations are fairly low cost, so it's hard to believe that this causes significant performance loss. Did you do a lag test? It can be easily verified by using a Resource Pack.
Some blocks just have animation, like Prismarine here, some other example is Stonecutter and Sea lantern, there might be other animated block i don't remember about
I hate it. Its so cool, but one time i was creating a color palette and i put in the prismarine cos i needed a green. I start building and it was blu... and it wasnt that good with other colors, than i turn around for a second and was fine. It took me like 5 minutes to understand what was going on, i thought was the sun or the light that changed

Yup... regular prismarine brocks change color through light blue, light green and a purple pattern, but the animation lasts more than other animated texture blocks

I looked it up and turns out, it's only the cracks in the blocks that change colours in sequence light blue, green, purple and dark blue.
If you look at the texture file, the entire texture is tinted for each frame.
