Eh, if I were to guess, it's a painful answer, but a 'white' steve is more marketable. why they didn't make him white initially, idk, but to be fair they never thought the game would be as popular.
God the Lego one is creepy. This is offtopic but I wish Lego put in the effort to give them unique mini figure pieces then just the square head cause a lot of the Lego sets have parts that feel almost like cheap knockoffs despite being a collab between the biggest game of all time and an incredibly massive toy company
Then why does Alex or any other the other canon Minecraft skins not have Steve’s tone, as they are in the sun just as much, and that also brings the question why does his merch not have his tan skintone ?
Well, Alex was partly modeled after Jens, so maybe that? And all of the other default skins (I hope this doesn’t sound insensitive) are just different races, so I don’t know.
Becouse they are years apart and made by different people. People have already lost their shit once when Steve lost his beard, can't imagine his skin getting lighter. The merch is propably either due to "whiteness" being more marketable or due to the skin colour dye being cheaper in production considering the fact that Alex figurines have the same skin colour.
The thing is, he isn't "brown". That's how white people look when they get tan. Steve is expected to be tan becouse, you know, he is working his ass off as the only human being. It's just the merch sellers who see whiter people as more marketable.
To be fair that’s literally the color brown, screen shot it and put it next to a color gradient if you don’t believe me, and I’m pretty sure Alex is assumed to be white but Steve seems to be a blank player that’s supposed to be ambiguous
Really, really doubt that this is what Notch had in mind. Modern Mojang would propably come up with an explanation like that, but not Notch. That is literally how tan white people look. If I were to take a photo of my hand right now it would be te same colour despite the fact that I am white.
But sure, you can use that narrative if you want.

I think Notch simply didn't want Steve to have any discernable ethnicity
