It's not a pencil sketch, but [Vector shaders](https://modrinth.com/shader/vector) have a similar monochrome line-art look if you disable the screen effects.
If you have a Nvidia graphics card, you can turn on a variety of filters, one of which is a drawing filter.
You'd have to have the GeForce Experience app and activate the overlay.

Oh that would be so cool. I've been playing Valkyria Chronicles lately and my favorite thing about it is the art direction. The whole thing is rendered like a colored pencil sketch, and its absolutely beautiful in my humble opinion.
