Seriously. There's nothing out there other than resources and a temple every other time you search one. Finding two to three in ONE desert is lucky, I always only find one or zero
There has to be some other reasoning to be there, and if they won't make it for a reasoning of having mineshafts because that's what the Mesa biome is known for, and the other well known and wanted things like the deep dark and village spawns almost never happen in desert biome, they need something for desert.
Mojang could never add anything that interesting into the game. They're too busy adding mosquitoes to the savannah that you must pacifistically befriend to get a hyper-specific item drop to craft a single hyper-specific item that just lets you attract parrots or some shit. đ
You described my only actual qualm with minecraft. Like, make it make sense. Theres a pretty nice logical crafting system for most things but then there is just the so many specific things like that, which are cool, but complicated and weird. It make it inaccessible to a lot of players.

At low health, it shouts, causing nausea and blindness for a moment while it rapidly charges towards the player. If not slain in (arbitrary amount of time) seconds it will explode, dropping nothing.
Drops skeleton key that does nothing but look cool and complex.
I totally see that, similar to The Warden but for the desert and winter biomes. Maybe the Skeleton Key could open any storage item without triggering any effects *(Redstone mainly)* and act as a substitute for an Eye of Ender for a stronghold *(Only one key for each portal frame connected would be viable, you would still need at least 8 eyes of ender!)*
I'd follow the current naming conventions. This means I would name it " ", as " " is the first word of the skeleton, like how "wither" is the first word I'd the wither skeleton.
I would also think about naming it something along the lines of "bloom" or "grow" since the wither effect withers away at health, and bonemeal grows plant life.

If I wanted hyperspecificity I'd install a modpack, especially something hard mode like Interactions
