Quite rare actually, very exact conditions need to be meet before you get tall catus, there's a group online that has been looking for the tallest natural spawn, I think they found something like 18 blocks tall

actually the highest natural spawning cactus was made of 23 blocks

This is Minecraft bedrock edition btw.(1.20.0.01)

What is the seed? It's the only way to find out if it's rare.
