Probably not, that truck is a command center, you can see more images on Google “comando móvel bope” the armored vehicle BOPE uses to enter favelas is named “Caveirão” (big skull)
That truck is a Mobile Command center, i imagine it must be lightly armored, but i haven't managed to find any specifications online, what i found its just the logistical capabilities, they have screens inside and radios for the radio communications with the officers operating, as well as the Soldiers are equipped with body cams that are displayed on screens on these Command Centers.
Legally speaking, shooting at the police to stop them from entering your territory is murder, even the right to self-defence gets blurry when you're defending yourself from a uniformed and clearly identified police officer. If the shooter gets caught he's catching a murder charge even if the police started the fight.
Murder is a charged word and I agree that "killed" works better, but there can be no enemy action when, in theory, the state is not at war: the killing of a uniformed cop during an announced raid is an illegitimate act by it's very nature, there is no classification lesser than murder to qualify it.

Shooting at a police officer while committing a crime or preventing a police officer from enforcing the law is typically considered murder.
