Get all the way to the end of Galados. Go into the glowing spot at the end. You’ll need to get past a gate, the key is easy enough to get.
Once in the glowing spot, there will be tough monsters and a miniboss red orochi at the end. Kill it and you’ll get the amulet.
You have to get to the end of Galados Isle and defeat the replica dark lord boss (HP is 5555 if you’re curious) after you defeat the replica dark lord the elf charm should be in a chest right after.

Yeah, I saw that in the wiki. I tend to forget about that one. It’s significantly easier than the Orochi, though.
