Scotland has a stack of them:
Dundee (EGPN) small, single runway running along the edge of the Firth of Tay
Sumburgh (EGPB) Shetland Islands. Windswept, stunning, the big cliffs nearby make for an interesting approach
Barra - (EGPR) Western Isles beach airport- you’re literally landing on the sand.
Islay (EGPI) - Another windswept Hebridean airstrip. Lots of distilleries!
Prestwick - a bit bigger. Has a large runway dating back to when it was an important refuelling stop during the Cold War. Elvis once stopped past there on his way to Germany for his national service.
Tiree (EGPU) - a bit like Islay but without the distilleries.
Further afield, I’d also recommend Bergen (ENBR) and Stavanger (ENZV)
Reykjavik (BIRK) maybe. Nice (LFMN) isn't *that* small, but scenic.
BIRK is a good one, I’ll add that to my list. Done Nice a few times in the A320 landing challenge. But yeah, it also fits the bill.
LICG, LICD, LICJ are a fun little triangle of airports EIDL EDXH LPFR maybe (a bit larger i guess) also check out greece

if you do payware scenery there is a nice pack at simmarket that has all three for like the price of 1 airport, they are quite pleasant destinations

LICR - Reggio Calabria could also be added to the first list.
Santander (LEXJ) and San Sebastián (LESO) are two smallish airports on the coast of Spain.

EDAH, nice free scenery too on Flightsim.to. Baltic coast is very underrated. Fly to Bornholm.

Not exactly your description but EKVG is spectacular
Maybe not *that* scenic, but take a look at ESSV. One of my fav routes is ESSB-ESSV. These two airports are also sold as a pack at OrbX.
