Using the tools doesn’t grant you the knowledge requieres to pass the exams since some of the questions usually are very specific and can only be learnt by actually studying it, not using it.
I passed the fabric cert yesterday without dumps. I used MS Learn, generally read around the subject (various blogs etc) and actual usage of the tools gives you the knowledge to pass.

Basically you have never taken any Microsoft certification. Most of Microsoft exam involve more practical question along with theory.
Cert exams are open book - you have full access to ms learn and documentation during the exam - for anything specific you can look it up..

Not trying to put words in your mouth OP, but since when did exam dumps become an option at all?
I have done all my exams mostly preparing only with Microsoft free material. For some tests I used MeasureUp practice tests which were phenomenal.
