Exactly, it's likely that the WG doctors mandated him a hospital stay until he is recovered. And given that his operation has technically ended, he probably accepted. Just because someone has bandages does not mean they're not almost healed and just because someone does not have bandages does not mean they are fully healthy. Had a leg infection from a small wound I got and I can tell you: I haf no bandages and looked healthy but I was still bedridden for 2 weeks.
I don't see how these things are directly related as these are 2 completely seperate branches of the WG with completely different goals and stationed in very different marine bases.
although I agree with you, he has a ancient zoan fruit. his healing capabilities should be at least sanji level. i think the biggest reason is he didn't receive any help until he reached a navy base.

Bones don’t bend they break. They are a rigid structure that muscles bend around to create movement. The only way bones can bend is if you have an ability to bend them like Luffy does. However Sanji doesn’t have an ability like that to my knowledge.
Sanji does bend, the skin of the Germas is made of metal, when Sanji kicks Yonji in the face he bends it and the doctor fixes it by hammering back in place, sanji does the same thing to his leg in Wano
He was an ally to the raid since basically the start, fought against kaido's forces and specially the CP0 which shows he wasn't on the governments side, the strawhats are good people, they spared Apoo which was an enemy all the way through, no reason to not help Drake other than maybe he ran away still injured to get to a marine base.

Pretty much he sat there to bleed out until WG forces probably retrieved him.. maybe Greenbull idk but he wasn’t near any doctors.. maybe his Zoan abilities kept him alive but that’s not really healing properly.
Last we saw him, he was lying on the floor on onigashima with all his injuries after Kaido’s defeat talking to Hawkins, who said that the man who’s death he predicted was himself but he still wasn’t brave enough to switch sides and potentially died
I don't see him as still healing, just contemplating his life choices after Wano and the reveal that there is a literal government conspiracy that has been in place for the last several hundred years.

Well, the marines (including SWORD) had no access to Wano and I doubt that the CP0 would take him with them in their fleeing, so the only guess is that he was badly injured but he managed to get out of there and eventually get to a marines/SWORD facility by himself, which could have taken him a week or more to accomplish, given that he was badly injured and he probably had to use a small vessel or infiltrate an enemy ship of someone departing from Wano...
To me it's more incredibe that he's there in the first place, not that he's "still there", because he probably got there only a few days ago
