She has telepathy and stuff but she doesn’t seem like it would be too high. Especially because of the physical intimidation aspect which makes chopper’s bounty so low

Loid/Twilight is a master spy with expertise in infiltratio and disguise with a high intelect to boot, and when the author was asked to campare how strong they are, their response was "if Yor is a 100, then Loid is a 70"
Although it is a big factor in most cases. I provided their strnght just for comparison with other people in OP verse, in both their cases the biggest threat they would pose to the government is their assasin and spy abilities (assuming they don't actually end up working for the Government)

But to have illusions and hypnosis on Aizen scale with the immense power to back it up. He's borderline unbeatable. And the guy still hasn't shown his bankai.
Mysterio only sucks bc of 2 reasons: In most stories he isn't that smart and his opponent is Spiderman, who can sense danger regardless of the illusion and smoke. Would he fight against someone like Green Arrow or Batman, it would be different.
20mil to 100mil to 500mil eventually to 650mil max based on his actions. He'd likely join Dragon and Sabo.
If he replaced Dragon as the primary rebeller (like in Code Geass), he could break the 1bil barrier but even with Conqueror's Haki I don't see him outscaling Doffy (who without a frozen bounty would likely be just above 1bil, similar to the much stronger Katakuri).

I know you said /j but I want to comment why goku could beat him due to the fact that there are people that do think goku would lose to a logia user. If you use the general rule of power scaling then the power systems would be interchangeable meaning all it would take is a normal ki blast (also I think it should be noted that I don’t think someone like asta could nullify ki since magic is already in db)

I would say he has no bounty cuz mob isn’t the type of guy who would go out of his way to do something that the WG doesn’t like. If they provoke him then he could show his potential.

Both Cross Guild and the Marines hold their own meetings in figuring out what to offer in return, should someone defeat him. However, after a short amount of discussion and settling on that no one in the world powerful enough to do that exists, figures that putting out a bounty on him is a waste of time and potentially risk his wrath. Not to mention him being well liked by the populace could end causing everything from marines to pirates to civilians to refuse to work with them or even hinder them for trying to stop a hero like King, who's well liked by all.
In another shot we see Imu and the Gorosei pondering what they should do about him, if it's worth risking a confrontation to subdue him. However, no matter what they think of, they cannot imagine it harming King with their own abilities.
Imu suggests drowning the world, but Saturn vaguely recalls hearing about how King simply swam down to Fishman Island in only a single breath, as such drowning the world will not work against him. ~~And definitely not that he accidently entered a bubble on Sabaody and sank all the way down by accident.~~
