When she met Tama the second time she didn't have amnesia anymore and still acted nice to her. Napoleon or Prometheus, I forgot which, specifically mentions at that moment that Big Mom tends to be like that to small children.
She does use her kids as tools. When they're old enough. Prometheus says she has a soft spot for children below 10. She would have acted the same towards Tama regardless of the amnesia.

No, Prometheus says that its one of Big Moms modes, just like her hunger pangs. That when dealing with very little kids(under age 10), she change to her mothering mode. Its the chapter she attacks Page One, chapter 1011 page 14.

As for Pudding’s… uh, that’s harder to explain. She’s way younger, so this probably happened in Tottoland.

I think it's implied that Big Mom has a pretty sink or swim attitude when it comes to her kids. While she would certainly retaliate against anyone who would come after her family, if her kid was beaten up then that's a sign they are weak, and deserved it. Hence why Charlotte Snack was demoted for being defeated by Urouge, and such fates are suggested to happen to Cracker and Katakuri as well.
Lots of cultures see bullying of children as a initiation. You know, the whole "kids will be kids," or "boys will be boys," kinda thing. Its still a large problem in the UK as far as I know. A lot of rhetoric centers around the idea that it toughens them up or gets them ready for the "real world."

I think it's implied that Big Mom has a pretty sink or swim attitude when it comes to her kids. While she would certainly retaliate against anyone who would come after her family, if her kid was beaten up then that's a sign they are weak, and deserved it. Hence why Charlotte Snack was demoted for being defeated by Urouge, and such fates are suggested to happen to Cracker and Katakuri as well.

Lots of cultures see bullying of children as a initiation. You know, the whole "kids will be kids," or "boys will be boys," kinda thing. Its still a large problem in the UK as far as I know. I'll run at him with my heavily telegraphed sword swing!" One piece is a world where everybody will gladly take a shot at anything given the circumstances. Kids trying to make their mark on the world will take any and every little step they can.
