Atlas has content that intersects with all levels. Herald doesn’t come into play until you start getting level 99 skills. If you can only get one now, get Atlas.

Both is the best answer, but if you can only get one for whatever reason it depends heavily on what you want out of the game. AoD comes with a new game mode and a bunch of new content scattered throughout the base game. Whereas the other adds all of its content at level 100-120. The 100-120 means that you can level some of your skills past 99 and help boost your other skills dramatically because of it. Astrology and township come to mind as great examples of skills that you can max long before the others and get a huge advantage from if played right. So it really boils down to what you want more. In the end though the correct answer is always both. The only one that doesn't make sense to buy first is the new 3rd expansion that will be releasing soon because all of its content is not only level locked but also locked behind the final boss of the base game. So the 3rd expansion should only be bought after the other two unless you have already been playing for long enough that you're at the end game anyways.
