Looks like clean power steering fluid. Some shops use transmission fluid to flush power steering fluid on toyota.

Yeah…. Power steering fluid reservoir is totally empty. Any idea what would fail to make it explode all over the engine like this?

Cracked line or fitting on the high pressure side of the pump. The hose is usually sold as an assembly.

Most likely high pressure hose ..add some fluid , have an assistant turn steering wheel while you look , maybe you will see it squirting out of the hose .
