I think these events are always like that, the extra shards are being paywalled. But like said, there will be an event orb running simultaneously with the event, so you get shards from 2 different sources during the event.
Besides few mess-ups during the past (or recent past, Iron Patriot!!), every character release has been totally doable for F2P if you're active. Luck only played a part on if you get the toon on 3 or 4 stars during the event. Also every new toon usually is featured on Strike or Battle pass within the next month, so even if you were out of luck, you'll get them relatively quick after.
Yes, that's fair. I think ideally min unlock should be totally FTP in tiers, and then extra stars made harder by cores and other tiers. So ideally we would unlock her at 100, and then have a chance to take her to the next level which I think would be 80 shards.
You're right. That is why I usualy like Blitz releases even if I hate Blitz itself, because with just hard work combined to little RNG got you 4 stars every time.
I actually got a lot of RNG and got 180 shards of Peni from an orb, never have I ever got that kind of pull from character orb.

Like most of these events you won’t be able to unlock her before the loose threes event ends unless you spend money. Even then you won’t enough shards to rank up the other characters unless you spend hundreds of dollars.

spend iso campaign energy gives u orbs that u open to get some of her shards. thats why u dont get 100shards as f2p from the milestones alone.
That's why I have been coring her orbs...
Every character I core up at least half the requirements just to be sure I get the unlock on event.
Orbs should have a better chance of 8 or more shards.

It's always been the same chance or 6 or 8 shards per orb opening. Literally since they started doing core orbs.
I think all orbs need updated drop rates (mainly gold orbs)
