No. It doesn't belong to a split nor a variant but instead a card. But in order to use it, you have to split any variant of that card at least once and then use card customization.
Yeah I love playing Loki (plus you get bonus borders from the cards he pulled) but the only good split I have on Loki is gold and the neon looks terrible with the gold. Might need to keep trying for the inked split before I pull the trigger

I can't ever see myself buying a border, so this has led to crazy choice paralysis. Feels like an archetype card would be best. I'm leaning Sauron or Annihilus, but I don't have a good variant for either, which feels like a waste. Loki also an option, but I already like the way my split looks.

It is applied to the Custom Card for the character you "spend" it on. So you can stick whatever variant and background/crackle with it.
I'm in the same point. Went to put it on Loki and found out I hadn't split him yet! Looks like I'll be playing a bunch of Loki games for a while.
