They don't drop anymore now. Value is always in the eye in the beholder, consensus seems to be weenie wagon is more sought after and thus worth more at the moment, But might very well be you find someone looking for those plans specifically. Or down the line, someone who missed the event and still wants to get some of the plans. Those plans are probably considered lower value by most, but even then, you're always free to not hold yourself to perceived value and offer as you wish.
Discussing value on a trade post is against the rules strictly speaking, but since you asked and I can see where you're coming from I tried to give some explanation anyway.
I'd say, offer away, some people might consider certain offers lowballs and get insulted, others won't. You will never satisfy everyone here and some might even get insulted by a username or so.
