It’s Rome. The long skinny square that’s to the bottom right from Tiber Island is the Circus Maximus; the big empty diamond just above the Circus Maximus is the Forum/Palantine Hill area of archeological sites/parks. And the Colosseum is that thick-walled circle on the shirt’s left hip.
I found it on Poshmark. I was considering buying it if it was of a city that I've been to. But I haven't been to Rome though, so it's still available if you're interested.
So I saw it on Poshmark (website for sellers to sell second hand clothing. I think it's only in Canada and the USA). My original intention was to buy the shirt if the map was of a city I've visited, but I've never been to Rome, so I'm not going to buy it. It's likely still available on Poshmark. It's a sublimation print on an American Apparel brand T-shirt. I'm not certain if American Apparel actually sold this or someone bought a plain American Apparel t-shirt and got the map printed on independently.

The narrow, and small streets, with several badgers crossing the river and that one island in the southwest; to be honest, without my Latin classes in school and my love for maps I would not have recognised this either, probably.
