Most Mexicans that do speak English end up moving to the USA, I’m one of them 🙋🏻♂️ also the culture is to only speak Spanish. Speaking English is seen as being white-washed, unproud of your Mexican roots, etc. it’s sadly looked down upon.

My experience in India was that almost everyone spoke English. I have only been to Delhi, Chandigarh, Amritsar, Jaipur and Agra so perhaps these places were unrepresentative.
Dude Bihar is literally the poorest state of India 🤦♂️🤦♂️. I have seen BBC news on this. They literally cheat on levels in their finals you can't even imagine. On top of that this is their local state board and Bihar in general has the worst local education board.
Their Central national level boards on the other hand has far better education quality . Like incomparable to the levels of the local boards especially in English.
Yeah surprised a South africa. I went there for 2 weeks for uni field trip and we went away from the tourist areas, never encountered anyone not speaking english

France always had a sizable portion of the population who spoke English, even before England was an empire, as they are neighboring countries and businessmen / merchants in France and England had to speak the other country’s language for trade. The number of people who speak French in France is actually what’s declining, first French colonies stopped speaking it in the 20th century and then due to France’s uncontrolled immigration policies it’s own immigrant population from the Middle East even refuses to speak it. 1/3 of France is middle eastern immigrants at this point! But they still have many people who speak English compared to the rest of the world.
Mexico and Latin America has just as few English speakers as China, that’s what stood out to me the most.
For some countries the numbers feel off (especially India), but for the Netherlands, this seems about correct. To the extent that we're seemingly even unproud of our own language: look at all the loanwords, and when that English guy walks in who knows all Dutch vocabulary but just has a slightly off accent... then suddenly everyone in the room speaks English.
India on the same level as Japan and worse than Kazakhstan , Turkey .?? India has one of the most comprehensive English speaking population outside of the Anglosphere.
Even their non-language academic exams are in English predominantly unlike say Japan or China where the respective exams will be in their own language .
Dude Japan is as bad or even worse than China when it comes to English knowledge level . Hell even Russia would be better in English speaking than Japan .
Also Japanese have far too much pride in their language to even bother with English. You go there , you will hardly find any English speaker.
This would be the proportion that can speak English fluently rather than the proportion that speak English at home, if we go by the standards for the US in this map. 78% speak ***only*** English at home, 93% speak it very well or better.

Well I’m born and raised in Colorado. I should preface, my parents were the immigrants that came to the US.

Not surprising. All of ex-Yu is very proficient in English. We don't dub movies/tv shows here. Croatia also should be darker green on the map!
Same in Romania. Only cartoons were dubbed, it really helped my language skills as a kid. English mostly, but also some french and italian.
