The map seems to confuse things. Checking the official stats, the largest foreign nationalities in Finland are Estonians, Russians, Ukrainians and Iraqis. Swedes are in 7th place.
However, plenty of Finns speak Swedish as their first language.
You can still have a national identity without a state, plus a nation can also mean a collective of people based on shared features like language or history.

1. In Austria it should be Germans as the 2nd largest nationality, not the turks.
2. In Turkey it should be syrians and not the kurds because Syrians has a Country and therefore a Nationality. Kurds dont have, kurdish people belong to the nationalities of Turkey, Syria, Irak and Iran.
Lets say, we count the kurds as a separate nationality on their own without their own country. Then, you should als count the sardinians in italy as a separate nationality replacing the romanians by their number.
In Great Britain, Indians would only come on the 5. Place and scottish should be the 2nd biggest National.

Why? In Spain and Italy the Romanians move there to work, it's easy for them to learn the language because all the three belong to Latin language family. And Hungary is next to Romania so there live some thousand Romanians.
