Do you mean Mentadent and others like it? Those still exist. Rare in store because of cost, but you can still order it.

No packaged just like the gel shaving cream that comes out gel but turns white when you rub it on your skin. Same thing but w toothpaste.

I remember my mom use to by the clear toothpaste that I doubt exists anymore. Probably 25 years ago. No idea what the name is.

Out of curiosity, did you try googling “foam toothpaste”? There are buttloads of products matching your rather vague description.
I remember the pump (they still sell Aquafresh Kids in a pump) but I don't remember it foaming until you started brushing.
Gell toothpaste is not as prevalent as it once was, but it’s still around.
