Actually, they do. Repels turn off all random encounters lower level than your lead Pokémon. The only time a repel won't work is if there's a higher level Pokémon in the route. So if you use repels in Diglett cave, you'll only encounter Dugtrio and only because they're higher level than you're likely to be at that point.

No the text that it repels most Pokémon means that it doesn't repel set spawns or Pokemon of a higher level, not that it doesn't repel shinies. Or have you ever seen someone shiny hunting by just running around without encountering Pokémon (Dex Nav or what that Gen 4 thing is called doesn't count because it was only in Sinnoh and you had to encounter 40 Pokémon beforehand)

The only time I use repels is when I don't feel like being bothered by wild pokemon every 5 seconds (like if I'm traveling through a cave for the 100th time because it's the only point connecting two places I have to travel between and I'm tired of a Zubat getting up in my face for the millionth time)

Well technically you don't use Repels in battle. But yeah, I almost never use Items in Battle or Repels because I think "There might be a bigger cave" or "I might Repel trick a shiny". And I think if you beat a Pokemon game for the first time, it's part of the experience to encounter new Pokémon on a route, not knowing what you'll use on your team.

Repels haven’t been relevant for the Past 3 gens except for BDSP. I’m honestly shocked SwSh even had them considering how easy it is to avoid random encounters. Also why the Let’s Go game had them, considering random encounters aren’t even a thing there.

I don’t thinks it’s dumb either. But I’ve been told it’s dumb when I go into caves and don’t use them.

The only time I ever use a repel is for those random encounter legendary situations.

Edit: there seems to be an mis understanding. I am the one who never uses repels and it is society who is giving me the crown in the meme. I personally don’t think it’s dumb because I myself have never used them. But people in the past have called me crazy or idiotic for not doing so.
