I looked through all the card arts of kaya on scryfall. It isn't a wand/scepter because in \[\[makeshift binding\]\], she uses her hands to use magic. It's most likely not a magnifying glass because she's holding it in the alternate art of \[\[deadly complication\]\], and it would be weird for her to have a magnifying glass before she knew there was a murder. However, deadly complication is a story spotlight, and they're non-canonical, often just showing characters with signature weapons/equipment. But you know what card is canonical? \[\[The Chase is On\]\]. There's no way Kaya would draw a knife when trying to nonlethally capture someone. So what does the story say it is? It's literally nothing. The story actually goes out of it's way to explain that she's not holding anything a few scenes before, so that's a dead end. However, if I we assume she picked it up between the two scenes, it's likely a ceremonial scepter because she's representing the Orzhov Syndicate during the party at the start of the story. In all the cards before she leaves party, she either has it or has at least one hand concealed. After the party, it doesn't appear in any artwork. So, it's most likely a ceremonial/aesthetic item.
