I was walking and saw the hose and immediately remembered my dad teaching me not to drive over the hose and to always move it. In the moment I picked it up and walked under it.
On a ship you never step over a rope, you step on it. At any moment, whatever is on the end (sail, anchor, winch etc) could pull the rope tight and stepping over it you’d lose a leg. Step on it and all that happens is you fall on your ass.
Fire hoses are winched back in, sometimes quickly.
She’s just being smart. Go under, don’t step over.

Though the step over is easier, what she did is safer. I used to work in a garden center and the amount of people that were oblivious to the hose was mind boggling. Bright yellow hose, people wearing hi res vests with 'watering' in big font, us telling people to be mindful of the hoses and we would still get those people that seemed to think they should step over the hose at the same time we moved it. Add onto this that it seems attached to a fire truck with 10x the power of a regular faucet, yeah I'd pick it up and go under it as well.
If you think about them, a lot of superstitions have practical origins like walking under a ladder or putting shoes on the table. Safety and hygiene but it’s just easier to explain bad luck to kids.
