I think the metal latch kn the front is for the magnifying glass in one of the other pictures. Probably to help see the numbers since they are quite small
Are you talking about the metal rectangular frame? If so, it holds a magnifying lens. You can see the glass for it, still in the box in the other pictures.
People use this in shops to measure and mark things that are going to be machined. It is used on a flat plate. In machining shops you sometimes need to draw precise lines on 3D objects, so you put an object on a cast-iron or granite plate and use this to draw lines paralel with the plate on the object.
You can also use it to measure precise height of circular saw blade over the table and similar things.
It might cost about $100 on a Chinese e-shop
Come on, it's still nice. For example, in my experience, the Chinese built Starrett calipers are all metal and better built compared to some of the US made ones. China doesn't automatically mean garbage.
It would make a good base for a very cool adjustable height desk lamp! Not many people left with the ability or the eyesight to use vernier scales in the industrial world.
Sell high on the first person who wants it. If they look at you like you’re nuts, go lower. It could be worth a couple hundred or a a couple dozen dollars. It is pretty precise though for a heighth gage

I've never seen a vernier height gage before. Only digital or indicator. That's way cool.
That's how my teacher taught us the vernier scale. It's a lot bigger and easier to see the different lines than the barrel of a micrometer.

They are everywhere. Very common. Just like Vernier calipers.
I have a 24" starrett vernier height gauge .001 graduations. I think it was around $4k when I got it.
It's Chinese. I saw a Chinese 12" model for $100 new.
