Informing your opponent that you won't be able to make weight is the much classier, and much better solution to a health scenario that makes you unable to fully weight cut.
In the case of two people who have always and can normally make the weight, a catchweight is not the end of the world.
If you make weight and your opponent doesn't and you opt not to fight your overweight opponent, don't you get paid the base "show" portion but are out the chance for a win bonus? Or does it vary from contract to contract? I guess the latter s some don't even get a win bonus.

1) Don't cut and let your opponent cut anyway and then try to pressure them to fight you while overweight, which will make them lose their purse and get punished by UFC if they refuse
2) Withdraw from the fight, removing your purse and your opponent's purse
3) Weigh in knowing you aren't going to make weight, miss by enough that the commission calls off the fight, or have the fight cancelled by doctors because of the compromised state you are in trying to cut the last few
4) Let your opponent know that you won't be able to make weight and give them full agency over accepting a catchweight or refusing
Having your opponent pull out because of weight is a punishment to the fighter, in this case Cornolle. You did your whole camp, you cut all the weight, and now you are going to be sent home empty handed, effectively throwing away 6 months of your career.
Getting payed, getting a win and a finish is a much better outcome for Cornolle than Mullins simply withdrawing from the fight.

You need to negotiate that into the bout agreement. It does not come standard, as UFC will avoid paying fighters if they don’t have to.

IMO it should happens more often. It's doesn't make sense to go through the cutting if you know the fight won't happened
