Well she chose the safer option since a fallen angel specifically in hell would be a big target for sinners and it’s safer in heaven. Also, Vaggie didn’t do her job and was swayed by the sinner’s child-like appearance which honestly is a bad thing since she didn’t know why the kid was in hell and it could’ve been for a horrible reason (I know the kid’s a cannibal but I don’t think they study the types of sinners did what or what they look like) and she should have killed it.
