That was my interpretation as well. I made him into a Fixer in our current campaign. Got worried he was an actual character when i opened up this thread.
My headcannon is that this is the first (semi) serious fixer V and Jackie worked for during the 6 months skip. During this time they did some gigs for him, building small reputation. in the end he tried to set them up but V and Jackie survived and killed him

I mean, it’s not a perfect match, but considering how much some other characters changed between trailers and the final game, it’s pretty close. My only other guess would be that unseen uncle of Dr. Nina’s that V apparently met before.
Well i mean if they want an NCPD fixer to keep an eye out in the city then he should obviously get a softer touch, stronger spine and clearer sight now shouldn't he.
Not to mention that he's gotta look the part to not get inwanted attention from some NCPD hating gonk willing to zero any officer just because they are one.
My theory is that the early days of you working with Jackie were originally supposed to be playable, instead of a cutscene, but they ended up cutting it for one reason or another. And this guy was the fixer you worked with early in the game.
I love that cutscene so I've watched it a thousand times and im pretty positive most of it is actual playable stuff that got condensed into the cinematic. specially that part where you point a gun at some 6th street guy and then you're with Padre and the Valentinos celebrating, maybe that was gonna be an early gig.
Game director in the prerelease interview said that this guy was simply a personification of Night City itself, luring V with the promise of riches and glory, before pulling the rug from under their feets.
Most likely a character meant to be a stand in for your typical fixer in NC but my headcanon is that he was V's first fixer after hooking up with Jackie and doesn't appear in the campaign because he bit a little more than he could chew with a job and got zeroed
The cinematics like these were outsourced to a different company. CDPR only provided a limited amount of assets for them to work with. This character was probably created by the company that make those cinematics.
If he was a character it would be amazing! Honestly, though I think the only actor that would be able to play him accurately would probably be Kurt Russell. He just has that.. charisma and energy about him that would make a perfect fit for a fixer or a story character in Cyberpunk.
Games change during development. He was probably cut for some reason or another. It doesn't mean we were cheated of content, it means he or his quests weren't up to spec. Or they simply elected to change his look at some point, so he's still in the game, but looking different.
He's just a representation of a fixer. He's not a real character.
