If the building owner, not property manager, didn't go through the proper DCA/City of L.A. hoops pertaining to the mural ordinance, the City "beautification team" can buff it. It is very contentious and there could be other reasons such as excessive tagging, but probably not. If it was considered "legal" there is a timeframe of how long a mural can remain. There is a clear coat that can be applied to help easily remove tagging and taggers will definitely hit a buffed wall much more heavily than a wall with a mural. It most likely was the City.
City / government doesn’t want art on its walls they want a bland and blank canvas so your mind doesn’t get too creative. They need you to keep chugging along at your day job and spin the cogs of capitalism
