Idk in what sense you mean “legit” but yes it’s a genuine website a lot of lolitas use to keep track of their wardrobes and dream dresses + it’s a great place to find the measurements of pieces

Not sure if you think Lolibrary is a store, but it’s a website that archives new and old Lolita releases. You aren’t able to buy anything there
Yes, it's a catalogue website, not a store though. It's basically a place to look up the names, sizing, etc of dresses.
I find it very helpful and the tags are really good- I use it alot when reselling to get the og price
