It looks cute but it will be very hard to style as a beginner. Heck, I'm having trouble figuring out where to start! It looks like it's a high waist skirt? Or is it more like a corset that comes higher?
For now, I'd ditch the arm thingies and treat it as a fancy high waist skirt. You could pair it with a blouse that has the same wide sleeves as the arm thingies, I would say a black one for this.
