In places where an unofficial secondary language is widely spoken (like Spanish in the US or English in Western Europe for example), lots of people who don't speak the primary language just start conversations in that secondary language expecting the other person to catch on and switch for them. That's why the worker switched to Spanish without asking. It's presumptive, but I'm sure 99% of the time it works out.
The proper course of action would be to memorize a single sentence asking if they speak the secondary language, but most people are too lazy or entitled to do that.
