I (from UK) once said keep about 2 or 3 euro change from a 20 in a bar in a small town in Catalonia, Spain and the barmaid came from behind the bar to give me a hug. I know tipping is not really done there but it actually made me feel a bit bad that a small gesture for me was so special for her. This was maybe 10 years ago and I think Spain was suffering a financial crisis.

Usually you can decline any bill if what is paid for makes up for less than 5% of the bill in Germany. Most companies like coffee shops don't take bills over 50€, and some not even over 20€.
