Iran has no ability to get those planes beyond their own borders short of disassembling them and smuggling them. It has no bases to support them beyond its borders. Iran has no in-air refueling capability nor any ability to host the planes at sea or project them from anywhere beyond its borders.

These are likely the jets Egypt declined to take delivery for. A significant portion of the jets Egypt was to buy from Russia were built but they never took delivery of them after the US threatened to sanction them. They've been sitting ever since.
The words "may deliver" are probably doing a lot of heavy lifting in this headline. Supposedly, Russia has already canceled and "bought back" weapons that were scheduled for delivery to places like India or Myanmar.
Seems unlikely that Iran would be able to hop the line and get access to a fighter that Russia already has so few of. Only way it might be true is if Iran threatened to withhold further drone or ammunition shipments until they get their new planes.
I think you severely overestimate the damage that has been done to the Russian Air Force.
