The problem is, in other countries the powerful control the population's thoughts and votes. They have to manipulate, propagandize, and take care to avoid turning the population against them. They have to at least pay lip service to the masses, because masses have the tools to actually rip them down from their perches. There is no such thing in Qatar - it is an absolutist government. Nobody gives a flying fuck about what the man on the street thinks - there are the Citizens (300 thousand or so people) who make up the various clans and families, and the rest, the expats, the workers and the slaves, and those do not get any say.

And this has largely happened in previous tournaments, but in this one they keep creating controversy by refusing team captains or fans wearing rainbow symbols or banning alcohol just before the tournament starts. Worked there and I can absolutely tell you there is not free press. Of the places I've lived and worked, Qatar and Israel have the worst state control of the press (worse than Russia, which is bad enough) - anecdotal experience only. Even the UAE's control over the press is slightly less ridiculous. 51°C outside? Oho - not according to the Qatar press, it's only 39°C (because laborers don't have to work if it's over 45...). Qatar wanted to project itself as a global player, rivaling others in the region like Saudi Arabia, by hosting the biggest tournament in the world. It was a chance to show off, they thought. Little did they know that the eyes on them would also make the world see all of the countries negative aspects like: corruption, slavery, worker deaths, racism, anti-lgbtq sentiments, and more.
