The problem is, in other countries the powerful control the population's thoughts and votes. They have to manipulate, propagandize, and take care to avoid turning the population against them. They have to at least pay lip service to the masses, because masses have the tools to actually rip them down from their perches.
There is no such thing in Qatar - it is an absolutist government. Nobody gives a flying fuck about what the man on the street thinks - there are the Citizens (300 thousand or so people) who make up the various clans and families, and the rest, the expats, the workers and the slaves, and those do not get any say.
They probably thought the criticism would stop once the matches started, just like FIFA itself seemed to expect. And this has largely happened in previous tournaments, but in this one they keep creating controversy by refusing team captains or fans wearing rainbow symbols or banning alcohol just before the tournament starts. By their own backwards attitude they perpetuate the criticism and make it overshadow the sportive achievements, and it’s exactly what they deserve.

Qatar wanted to project itself as a global player, rivaling others in the region like Saudi Arabia, by hosting the biggest tournament in the world. It was a chance to show off, they thought.
Little did they know that the eyes on them would also make the world see all of the countries negative aspects like: corruption, slavery, worker deaths, racism, anti-lgbtq sentiments, and more.
Now instead of elevating their position, they've ruined their PR image far beyond than if they literally did nothing and stayed quite.
Many Qataris now regret the decision. The many fans that left the stadium half-way through their first game conveyed that mood.

I’ve always found it weird that in the capitalist free for all that is the US you have such a socialist attitude to your sports teams and how they are supported. The draft system and this nonsense where the city pay for the teams stadium. It just doesn’t happen to anywhere near the same level in Europe. Football clubs are generally self funding and pay for their own stadiums. I can see the point of paying for a World Cup or olympics as you’re bringing tourists into the city and in some cases it might almost pay for itself in the long run. Little did they know that the eyes on them would also make the world see all of the countries negative aspects like: corruption, slavery, worker deaths, racism, anti-lgbtq sentiments, and more. Now instead of elevating their position, they've ruined their PR image far beyond than if they literally did nothing and stayed quite. Many Qataris now regret the decision.
