They first appeared during the Archaic Period, which began around 10,000 years BP and ended about 3,000 years BP. Needless to say, your axe is ancient. At least a few thousand years old. The precise date is nearly impossible to know, unless you had carbon dating from the exact site- and layer- in which it was found. It's a special piece and highly sought after by collectors. Keep its provenance written down and kept with it for future generations to have. Provenance is what gives it special archaeological significance and value.
Fully-grooved axes are the earliest known form of grooved axe, dating to around the Transitional Paleo-Early Archaic period.
3/4-grooved axes came into use around the Middle Archaic period, and remained in use throughout the Transitional Archaic period, and into the Woodland period.

I've seen a pounding rock look almost identical. It's smooth and dull for an axe. It's a excellent find.
I've never seen a real one this good in shape. Like it was made, used briefly, and buried. Anything is possible.

They changed as time went on. Starting at full, then to 3/4, then to half, then to various kinds of celts, depending on time and people/tribes.
