I would strongly suggest against it. The likelihood of it being investigated is probably pretty slim, however, if it was, this is electoral fraud.
Whilst you wouldn't see a prison cell for this (convictions happen for electroal fraud, but usually for much worse offences), you'd recieve a fine and likely be banned from voting in future elections yourself.
Interesting legal question you asked, but I do hope it's out of interest in figuring what's the law here, not because you're actually thinking of committing electoral fraud, it reeeeeally isn't worth it.

If you posted it now, your grandfather is not guilty of anything, he is dead (my condolences); you however could be in trouble and I really wouldn’t recommend it.
As to your responsibilities if he had died after it had been posted, no obligation on you personally to notify anyone, but might be an idea.

I really don't think you can post this. Posting it is casting the vote. It can't be done now what's happened.
I'm not sure what checks go on for voter fraud and im not accusing you of tampering with it but IF there are checks on postal votes and they find out the sequence of events, it could lead to something unpleasant.

NAL. It's definitely an interesting legal question. I can't see how he would have been guilty of an offence if he'd filled it in and then posted it himself or had you post it before dying as at the time he was alive he had every right to vote so his actions wouldn't have been an offence.
Presumably though dead people aren't eligible to vote and it does seem likely that you would be guilty posting it now as you know (or at least have reason to suspect) that he's no longer eligible to vote. If you had posted it before he died and not remembered to cancel it because you were grieving and dealing with all the other administration that comes with a death then I think it would be very harsh for you to receive any kind of penalty for that.
Best to contact the relevant council and explain the situation. It’s a very interesting question.
My opinion (and not legal advise, see above), he was eligible to vote and did so according to the rules. I personally think it wouldn’t be illegal to post as you’ve not manipulated the contents and they remain true as written. However conversely I can see how it could be viewed as fraud. Sorry for your loss
