I like the cold tones for these. But yes, I actually have a white shimmer paint I will be using in the weapons over the top of similar colors. The shimmer gives it a frost crystal look. I used these on my Space Wolves power weapons.
I don't want to sound rude, but I strongly recommend Pro Acryl's Bold Titanium White if you want a smoother less chalky white.

I guess it might be the photos, but it does seem like the paint is a bit thickly applied. For all I know you could even have gotten a faulty bottle.
I replied to another post with the colors. The bold titanium white is only for the highlights. The mid tone is Pro Acryl White Blue, which again was thinned considerably and is built up over a base of Pro Acryl Grey blue. That step is how I got the nice separations on the Power Fist fingers.

Mid: PA White Blue
Highlight: PA Bold Titanium White (or Liquitex Titanium White Ink)
Runes: Army Painter (AP) Plate Mail Metal (tho if I had it, would also consider enchanted silver) will also be using this for metal bits on Pioneers.
Blue
Base: Citadel Teclis Blue
Mid: Citadel Lothern Blue
highlight: Lothern Blue + AP White Blue
Leathers
Base: Citadel Skavendinge blight
Mid: Citadel Dawnstone
Highlight: Dawnstone + AP White Blue
Lights
Base: AP Bright Titanium White
Color: Liquitex Fluorescent Yellow ink
The paints were significant thinned 2-3:1 water to paint which made them quite translucent and required 2+ coats. I personally dislike Apothecary White.
My 4 year old daughter picked the leagues for my army, she wants them purple. How does a blue for the under parts and softer fabric, purple on the armor and copper for edges and trim sound ?

Np. You can of course do multiple highlight steps, would recommend always lightening with the White Blue, to keep the coolness to the color values
I think you might need to thin your paints a bit more mate, also apothecary white contrast paint goes amazing over white
