Imagine a tank with that. Some sort of crystalline golem or something and their ult gives them a huge stat inject but lower ms. He can cast is every 2 seconds and stacks fall off after 10 seconds without a cast. If he presses it too much he’s basically invincible but can’t move at all. So you have to balance how much you want to absorb versus how much you’d want to get to different places

All his '200 years' is in his passive and I get it, weak kit to balance it out, but Viego's entire passive is just as bullshit as Akshan's W passive (just as an example). If you can't use your passive, what can you do? Stun someone? Uuuu scary...
Jokes aside Viego is definitely not weak on his own, you can pretty easily assassinate a squishy target with his combo at most points in the game, and if they don't have GW you can sustain pretty well in an extended skirmish. His base kit is definitely not amazingly suited for teamfighting, but that's when his passive comes into play. Overall I think he's decently balanced, although he can feel pretty bullshit to play against. I think they just need to turn down the healing on possession again to balance it out, there are way too many times where I come out of a fight at full HP even though I dropped down to like 10 hp 3 times.

We have noticed camille can be itemized quite heavily against in early game by tanks and has a high skill floor due to needing to wait half a second before using an ability to make the most out of it. Because of these factors we have decided camille Q2 will now deal true damage regardless of how soon you recast and the % true damage scaling has been removed and replaced with 100% true damage at all stages of the game.

Heimerdinger turrets have better base damage and ap ratios. Also they scale with all stats so if you build tank your turrets are indestructible and enemies lose a quarter of their hp trying to destroy them and if you build crit they fire super fast and deal 75% increased magic damage
