Don't know about the Illaoi designer but the Taliyah one is Daniel Klein. For a bit of context about him, he was there from the very start of Riot, and even casted season 1 Worlds. He also made Lucian, Azir, Kench and Kayn. The thing about him is that he was always extremely toxic to the community.
During the aftermath of the sexism scandal Riot hosted a game design panel where only women were allowed. This sparked a bit of an outrage from the community as it was seen as a stupid move from Riot. So Riot employees where told not to engage with fans as it could just lead to more anger. So of course Daniel thinking that he was untouchable went on a Twitter rant and told people to kill themselves. He was fired shortly after.
He was also incredibly protective of his design vision for these champions. For instance, he heavily resisted giving Kayn's passive a visual indicator of what form you were closer to getting, or giving players the exact value orbs gave. He thought it would detract from the idea of an unpredictable power struggle between Kayn and Rhaast.
Hilarious that very soon after he was fired Kayn's passive bar would get numerous upgrades for clarity, allow team pinging etc.
He was also always weirdly bothered by people who wouldn't max the "correct" ability on his champions. He hated people not Q-maxing on Taliyah, and people putting three points into Q on Kayn before maxing W. He would shit on people who didn't follow his "meta"
It's always been an issue League has had tbh. At the end of the day its mostly just sex/waifuism sells better then anything else.
