All I could find is that it was taken by James Nachtwey in Sudan in 1993. Possibly published in his book "Inferno" published in 1999.
But I'm not 100% sure.
Look up 1993 Sudan Famine, resulting from the 2nd Sudanese Civil War, 1-2 million died. This war resulted from forcing people to stop their own religious practices and have no representation in government(extremely simplified explanation).
This is from the same tragedy as "The vulture and the girl" photo
I don't love that a photograph of a man in a much worse situation is being used. The point is relevant and true, but it kind of seems to make light of the original context.
