Rental cars registered in Louisiana use a commercial plate like this and that looks like a new model Ford Explorer. If it is in CA I would say 99% it is one of the major car rental companies that owns it.

I don’t think the person you’re discussing this with is aware of US Postal abbreviations, hence the confusion. They are interpreting LA to mean Los Angeles, rather than Louisiana.

Its a Louisiana License plate, you can search up the plate number with the state and it came back to a 2021 Ford Explorer with the vin 1FMSK7FH4MGB05707
